I just received a reply from John Johnson, W3BE, concerning code tests.  
I asked him for some input on code testing.  According to John, and as 
far as he knows, all amateur code tests were "plain text" post WWII. 


Many of you will recognize John from his column in World Radio magazine 
as well as his frequent writings in other publications.  John was 
employed by the FCC for many years, and for most of this time he was the 
"Amateur Radio Guy" inside the Commission. 


Apparently, code tests based on 5 letter groups were for commercial 
exams only.
