[Boatanchors] Upgrade question

I took my General exam aboard USS Valley Forge (LPH-8) while we were anchored 
in Da Nang harbor, January 1968.  Actually it was initially a Conditional, as 
the nearest FCC office (Honolulu as I recall) was considered too far to swim 
to and there was no bus service available.
