[Boatanchors] Upgrade question

The amateur CW exam NEVER, to my knowledge,  consisted of 5-letter 
groups.  That was for the commercial telegraph exam.  The amateur exams 
were always straight text.


However, you could get amateur exam credit for 20 WPM without taking the 
test if you could show that you had a 1st or 2nd telegraph license.
