[Boatanchors] Upgrade question

I am one who's proud to finally have my Extra ticket, but not so proud on
the requirement. I am a firm believer that at least the 5 wpm should have
been kept for General and Extra. This would have made it so you would have
to prove how badly you wanted the VE status.
