I'm not familiar with the Heath you have but I would expect that there =
is a
timing oscillator that you can adjust referenced to WWV to correct the
error.  My HP has a 10 MHz. frequency reference that is adjustable and I
calibrated it with the WWV signal.  The frequency counter just counts =
the
number of pulses that occur in a time period that is exact every time.  =
The
time base starts the count and then stops it.  What is indicated is the
frequency or cycles per second, to use the old term.
