Well, after several more "bleary-eyed-squints", I discovered that the lack of RF out was a broken wire from the tank coil to the antenna terminal.

It really wasn't a visible break, but when I pushed on it, the break was obvious.  How or why it would break is beyond me, since there was no strain on it.

Anyway, that's fixed and I have 400 watts out.  The antenna relay is also now working.  However, I still have no push-to-talk and no modulation.

I guess I'll just keep looking.
