This is just another ploy by the HD Alliance and ibiquity to try and unload their krappy HD receiver chips into something that has traction, this bill doesn't have chance of passing. It's actually aimed at car sales as many new cars are coming with fully integrated AM-FM, CD player, Satrad radios. Satellite radio paid their money and did their homework to get their receivers into cars and now IBOC is trying to force their way into cars free on the backs of Satellite.  Very few satellite radios made for home use contain AM and FM. HD is tanking in a big way and they are desperate and have a few congressmen in their pocket one of which is Rep. Markey of MA who is one of the main sponsors of this bill. Last year 33+% of his total donations came from the telecom industry, quite a coincidence. 
If by some freak of nature (big payoffs) this bill does pass, expect new car AM and FM that also contain satellite radio to have extremely limited range and also interfere with adjacent channels especially on AM.
