Sounds like some lobbyist has twisted the arms of legislators so they can
make "obsolete" the old radios by a "regulation". You can bet it means
money in someone's pocket!
I remember when they did the same thing to the 23 channel CB radio. Once
they came out with the 40 channel ones, you couldn't legally sell a new,
never been sold before, 23 channel set.
