Read it again.  It says: "designed to receive signals broadcast in 
*both* the satellite digital audio radio service and the terrestrial AM 
or FM radio broadcast service".  So, for 1,2,3,4,5, & 6 these radios 
don't receive signals in the satellite digital radio service, so it 
doesn't apply.
