[Boatanchors] Squelch mod for Hammarlund JX-17?

I bought a JX-17 with a squelch mod in it which includes two tubes in a
box which plugs into the 12AU7 socket. The tubes are 12AX7 and a 6AU6,
this circuit does not seem to function. All tubes are good in this
receiver, it receives pretty well but the volume is very low both
through 600 ohm transformer into speaker and ear phones, the chassis
has all ceramic caps and they seem original (no tag), but haven't
pulled anything else part to see if there are any BB's in it. The
volume control does not drop the volume only cuts the treble. The
output is not distorted even though it's very soft and the output
transformer is not open. I am waiting for a manual to arrive. Has
anyone here ever heard of this mod and would this very soft volume
indicate for example maybe the squelch is all the way on all the time?
