500-600 Ohms are interchangable. One industry used one and another the 
other, dont 'member which.

If you get audio out of the 614 Id suspect an open 100TH driver xfmr or 
related to that area.

BUT:
Have you checked voltages and the rest of the circuitry that switches 
the modulator into the B+ to the 250TH?

Its been decades since I worked on a 610.
