Electrolytic technology has come a long long way since then.
Tantalum was in its infancy in 73 and they are still troublesome in some 
applications. Certainly not "appropriate" in a BA.

That statement makes absolutely no sense. It is certainly appropriate to use 
newer aluminum electrolytic caps in an overhaul or new construction of a BA 
design. Modern quality designs have far less leakage than their 
predecessors, run cooler, have better ESR and often higher temperature 
ratings while being smaller. The size makes them ideal for restuffing.

Reforming is a legitimate subject no matter the date code on the cap.
