Its a little high but OK for a low V PS; it might require a lot more time to 
fully reform for use at 400-450V. For a series string in a HV doubler I 
prefer them at 50 ua maximum at rated voltage.

Found some electrolytic caps that will serve in a small power supply, if 
they are still good.

They are 220 uf @ 450 volts.

For the last hour I've had one of them running at 200 volts, with a leakage 
current of 110 microamps.

Don't remember for sure, but it seems that 1000 microamps at full voltage 
was maximum leakage current.

Anyone know for sure?
