Glen and all the other responders.
Here's some responses to your comments.
Rosin on the cord doesn't seem to help on any of the dial work I have done
so far.  Maybe the next time it will.
Roughing up the tuning dial shaft behind the tuning knob makes me wonder
why?  Since it worked OK before, it should work as is (am I taking a suicide
pill on this one?)
Lubricating the cap shaft pivot sounds good but when is it good enough?
It's starting to sound like the tension spring needs to get beefed up.  I'll
try that route tonight but I think I have enough tension on the string
already because I get that satisfying Ping! sound when plucking the dial
string with a spring hook.
I said I think I do.
