It may be OK, BUT if it caused a blown transformer I'd chuck it for sure.
My Sencore tester says the 5V4 will show a short Heater to Cathode as
they are connected, and MAY show shorts to other pins normally as some
manufacturers connected heater leads to other pins not normally considered
standard in base wiring.  Now if it is cathode to plate, that is NOT good
for sure.
