[Boatanchors] My Apology, The Rules Have Changed

It seems that the policy regarding promoting non QTH.NET lists has changed. 
I was not aware of this. My apology to Mike.

I am certainly not opposed to any list that promotes the radio hobby or 
Amateur Radio regardless of where it is seen. The more good sources of 
information, the better. I just was not aware of the policy change. Sorry.
