Harry,

The "scotch" Brand semiconducting tape is/was used in high voltage 
terminations and splices.  The entire objective is to reduce the voltage 
"stress" points to keep those areas from arcing and failing.  The 
semiconductor tape is the VERY first layer on top of the BARE 
conductor.  Then there is the actual insulating material, and on top of 
that is a solid sheild, topped off with the outer jacket.

Lord only knows how many days I've spent hal-lapping tape to terminate 
15KV connections!  Raises blisters until you do enough to develop the 
necessary callous.
