but I was working on a Hallicrafters TO Keyer when I finally decided to 
ask about this.

My late father-in-law was an electrician at ALCOA.  We bought my 
in-laws' house a few years ago and among the things left behind was a 
couple of rolls of rubber "Semi-conducting" electrical tape.

Now, excuse my ignorance, but what would I want with semi-conducting 
electrical tape?
