If you mean oozing all over the wiring and bottom plate then it has been 
seriously abused. It may or may not survive but Id suggest that you measure 
the DC current draw and fix it if excessive.

A little bit of ooze right around where the wires exit is normal with age as 
they do run a bit warm. Id recommend a bucking xfmr or Variac to get the AC 
down around 110-112V for long life and reduced heat.
