That depends on what balun you use. 

Some of those baluns are useful down to 80 or 160 meters. Others become very 
lossy below Channel 2. 

Some models are so lossy at HF that they were used as a sort of high-pass 
filter to eliminate TVI! Sometimes two would be used, back-to-back, in coax-TV 
applications where the outer shield of the coax was acting as an antenna.

Use of TV baluns at HF is definitely worth a try, but be aware that some 
baluns will work better than others.
