Duanne,

There's no such thing as a +/-3 rule.  As Gary says, if your transmitter met 
standard specs of the time for unwanted sideband and carrier suppression, you 
could have been running on 14225 USB and been perfectly legal.  You should 
have just told them to go push a rope.  And if they persisted, turned them in for 
malicious interference.
