One might also think there could be a moderate conflict of
traffic if both instructions are not followed. 

I've also heard this used when traffic is heavy and the 
controllers don't always wait for a response.

Possible a combination of the two.

 Break is often used by air traffic controllers: For example 
 "United 123 turn 30 degrees left BREAK Delta 456 descend to Ten thousand 
 feet. 

It separates two back to back transmissions, that would normally 
not be together, but would await read back from United before calling 
 Delta.
