By regulation and Manuals, the change to the current Phonetic Alphabetic 
came into being 1 June 1957.  It carried from the Military to Amateur 
Radio use through MARS.

About the same time is when the CAB, (Civilian Aeronautics Board), now 
the FAA adopted it for Civilian pilots.
