[Boatanchors] RS Talking voltmeter not OT... really!

Some time ago could have been ages as my brains backup battery is dead and 
the clock is back in the last the 1900's, someone was looking for one of 
the talking multimeters from Radio Shack as the one they had wouldn't talk 
anymore.  I came across one at Nearfest that talks but has display and 
measurement issues.  I think it was our fearless list watchdog.  However, 
in any event, whoever it was can have it for parts, if they think they can 
salvage the speech module, for the cost of  the flat rate USPS box I'll
