It's hard for a resistor to burn up when the voltage at BOTH ENDS is at 
0 !!??  Have you tried measuring for AC at the cathode?  Possible 
heater-cathode short in the socket?  (Since you've tried multiple tubes.)

Measure the voltage at the (supposedly) ground end of the resistor when 
the cathode voltage is at 0.  Or just measure the voltage (DC and AC) 
directly across the resistor.
