Since your meter still indicates correctly the front and back 
hairsprings on the
D'Arsonval movement may still be intact.  However, there are counterweights
that look like small springs fitted over horizontal posts of the armature where
the pointer is attached.  These are adjusted for balance when the 
meter is turned
45 degrees either left or right from normal horizontal position.  If
the left counterweight has been "thrown off" by the sudden jolt, it could
keep the pointer from going all the way back to zero.

Open up the meter and check this area, while carefully looking for loose parts
within the case.

Sometimes a broken hairspring can be re-tacked to it's termination point by
a little tab of solder.  This is a very tedious process and isn't 
always successful.
