It sounds to me like something at the output side of the pi network is
shorted. MAybe the loading capacitor, maybe one of the additional capacitors across
it, maybe something in the switch.
There is usually a "safety choke" across the output, which will indicate a DC
short. This choke is used so there is no DC on the pi-net, only RF.
