 My article  (CQ, Nov. 1960, pg, 71) on modifying the  TCS transmitter for 
pure pi-network output
 should solve most antenna matching problems. Note that the modification
 leaves the front panel appearance unchanged and only extra part required is
 a 300-500 pF variable condenser.
I've used the modification for years.
