Just to give you an example of a 39.0 pound item (not really that much weight when you consider tube rigs) which I need to ship to the UK. 
1) No more Parcel Surface Mail is available through USPS 
2) The LOWEST USPS International rate is International Priority Mail and if --you-- fill out the 
    postage forms online it's $140.79. That used to be around $50.00 for Air Parcel.  
What's driving this ?
