First, he should contact the parents and tell them their children are not 
allowed in his yard. Politely. I would "NOT" discuss the words "danger" or 
"injury"! As that opens the door in the minds of some buck suckers to invent 
an injury to collect damages and so forth.

I would also advise the local police of the tower, the potential danger to 
those who attempted to climb it. The have someone, if I could not do it 
myself, post metal signs on the tower warning of the danger. I believe these 
are commercially sold?

When it comes down to it, unfortunately, even if his yard is totally fenced 
with a locked gate, warning signs on the tower and so forth, he can still 
end up with lawsuits. Nobody said the law was fair! However, by warning the 
parents, notifying the police, posting warning signs etc. one can level the 
playing ground if push comes to shove.

Keeping this ever in mind: kids climb anything! Simply because it is there 
and because they are kids!
