Greg,
Have you considered using a higher  frequency crystal, say 5 - 10 MHz 
and  a digital logic frequency divider to get the low frequency you 
want?  The crystal will be considerably cheaper, (smaller piece of 
quartz) and you'll get better thermal stability and phase noise at the 
output frequency.  There's not a big market in low frequency crystals 
these days, just because of this property, and therefore they are expensive.
