Brad, the mystery is solved.  I have two different control boxes.  My early 
one that I use is the H-IV-CD45II and the one that I acquired is a T2X.  I 
believe that this for the Tailtwister model rotor.  This rotor box is rather 
"fancy" with several LED's on the front panel.

I did obtain the 13vdc on pins 3 and 7 that you mentioned and on the rotor 
cable, I get 500 ohms so I know that the pot inside the rotor is fine.

The wiring inside the T2X is different.  I am going to go back on the Hygain 
website to see if I can find the proper schematic.
Perhaps, someone on the list will have a manual for the T2X and can contact 
me.
