Hi Dick,

Yes, for .196 watt dissipation, a 1/2 Watt unit should be fine.  I was 
taught that a 2:1 derating factor is standard for consumer/commercial 
applications.  If it's military, where you have guarantee operation at 
105 C ambient, go to 4:1.  A 1/4-watt resistor would be cutting it close.
