Hi Phil,

Start with checking whether your CW key is closed/shorted or if nothing 
is inserted in the CW key jack and then try resetting the keyer control 
R-39.  If not then probably V-11 (the keyer tube) or one of the 
components in the V-11 circuit are the problem.
