[Boatanchors] T-827D?

I'm not familiar with that unit but I'd bet money on it needing to be in the
"INT/COMP" position.
It appears by the switch labeling:
1. The exciter has an ovenized internal reference oscillator and one has a
choice of using it or an external reference.
2. It also appears one has a choice, when using the external reference, of
either turning off or leaving on the internal frequency reference oven. It
seems in "military equipment speak" one often has a choice of "On" or
"Standby" so EXT (OVEN STDBY) is probably the "off" position.
