The front panel looks like a homebrew modification to me, especially
with the callsign over the dial.
The paint looks like someone oversprayed the original Collins wrinkle
finish with gray, and the lettering looks like dry transfers.
There's no way to tell about the electronics, because the inner workings
are not visible in any of the photos.
The bit about operating per FCC rules says no more than you can say
about any equipment operated under Part 97 regulations.
I sincerely doubt this is a Collins factory job.
