Note [2](C)[1] and the word "AND" connects [1] with [2]. Both have to
apply,
I believe. One could interpret this rule to mean mere possession of an
11-meter
amplier is not illegal if there is no other radio equipment on the premises.
Also, [2](D) allows possession of the 11 meter amplifer by non-hams who
might
have an FCC licence or other operating authority for other radio
services. I
will admit, this one is probably not likely, but possible.
