I don't know about modern times, but I can tell you that when I was in high 
school and sitting xmtr watch at a local BC station, an FCC inspector showed up 
at the door and flashed a badge in a folder along with an ID card.  I was so 
scared I nearly dropped my pants!  We came out smelling like a rose, though 
with only a warning about a pile of trash near the HV cage.
