If I recall the era, there was grandfathering included in the rule.  The rule 
was specifically aimed at the proliferation of amplifiers built only to sell 
to the CB'ers.  It wasn't illegal to posses one, only to build and sell it for 
the CB market, or to use it on 11 Meters.  Or something like that.
