Methinks you are a "bit" confused!  A 75S3 will
definitely have both a PTO and a crystal calibrator! 
That is a receiver!

Now a 312B-4 station control or a 516F-2 power supply
wouldn't have either.  But, one of the 75S- series
receivers definitely should have both.
