NFPA NEC (National Electrical Code) calls for a fuse
in the "hot" (black) wire only in 120 VAC equipment.
That wire should go to first the fuse and then to the
off/on switch.
It can be problematic if you fuse both the "hot"
(black) and the neutral (white) wire. You are
protected if the hot wire is fused and it blows.
Unfortunately, there is definitely a "shock" hazzard
if the neutral is fused and that fuse blows but the
"hot" fuse is still intact.
The original "suicide" plugs were fused on both sides
because they could be plugged in either way. But,
3-wire cords can be plugged in only one way and if
your outlets are wired correctly then you will be
protected if the "hot" wire fuse blows and there is
not a fuse in the neutral. If the outlet(s) are wired
incorrectly then you definitely need to get them
"fixed".
