Very good fixed pad attenuator (such as Narda & others) are cheap...
typically $5 to $10. Get a few and turn easily measured  volts into
microvolts.

  Perhaps it's a matter of personal preference, but with a good
generator
  on the bench, I can't make a quick estimate of minimum discernable
  signal.  If I can't hear a 1 uV 30% modulated AM signal there's
probably
  something amiss.  If your gong to "align" high-performance receivers,
  you ought to find yourself a LAB GRADE signal generator rather that a
  SERVICE GRADE or hobbyist level instrument.  They aren't that
expensive
  or hard to come by.
