Good morning Dick:
A good and inexpensive instrument that will provide an accurate measurement of microvolts is a spectrum analyzer.  An HP141T and plug-ins will go for around $350.00 to $450.00 and can be used as a band scope as well as accurate RF measurements to the microvolt level.  It's a great instrument for analyzing stage gain and abnormal behavior in these old radio's.  Also, The HP 8640B is a super and inexpensive signal generator that will go for about $250.00 and will go to -127db accurately.  An added benefit is it has AM and FM modulation inputs that allow it to be used to drive an amplifier.  Have tested it with an SR-2000 to generate AM at 500 watts.
