If you can't talk your way onto frequency you can always zero beat to the 
frequency the other station is talking to you on then switch back to SSB 
mode.
Talking is way better than zero beating.  I get fewer requests to re-tweek 
my transmitting frequency that way.  Eventually the other station will turn 
his RIT on.
