There is a good reason to operate lower in the band: propagation.  I like to 
monitor
that general area of the radio frequency spectrum and have often heard CB 
and the
"freeband" alive with DX signals up to, say. 27.500 Mhz, then completely 
dead above that.

At other times I have heard the low end of 10 meters open, with conditions 
deteriorating
rapidly (within a few hundred Khz) above 28.5 Mhz.

In this day and age of  low MUF, it might sometimes pay to stay in the lower 
end of the band.
