You can make them from copper wire. Just look up the
wire in the ARRL Amateur Radio Operator's Handbook.
The resistance of most gauges is given in ohms per
1000 feet. It is easy to calculate the length of wire
needed for the shunt.
Also, Mouser has all sorts of low resistance
resistors.
