Caddock Electronics makes SR10 and SR20 precision current sense resistors,
.008 ohm to 1.00 ohm 1%, in 1 watt and 2 watt packages. Cost probably about 
$5.00 or less, from Allied; Mouser and other houses probably have them, 
too. 

Caddock also makes 15W to 100W 1% resistors from .01 ohm to 100K ohm in 
TO-220 packages, in their MP-series. 

In the Allied catalog I have here, from 2005, you can get Allied part 
524-4140 for $2.91. That's .1 ohm 1% 1 watt. 

Caddoc makes a _lot_ of interesting power resistors.
