Hopefully a licensed electrician will jump in here, but it sounds like a
call to your local electrical utility is in order.  Since the whole
house sags when the pump comes on, it seems that the service into the
house is insufficient.  Could be an underrated pole pig down the street
or insufficient gauge wire on the service drop.  I had a similar problem
with a house in Florida and the Fl Power folks changed both the xfmr and
the service drop from the street and the problem went away.  Good luck!
