 While restoring Heathkit test equipment, I often
 run into casaes with partly damaged paint. I 
 clean such cases with an old tooth brush and
 detergent, Then spray on a new coat with 
 Rustoleum 'Textured' paint or Krylon 'Make It
 Suede'. 
 
 The texture of these paints is finer than the
 original heath paint, but, sprayed on the
 existing layer of original paint, they look 
 quite good, even in areas where the original
 has been scratched. Not quite as good as 
 stripping and repainting, but the cost is 
 minimal and it only take a few minutes to do.
