[Boatanchors] Who was W1CSC & Mic Info

Hi Carl,
In fall 1938 callbook W1CSC was:
Harold W. Ballard
2 Bliss St
East Hartford, Conn

Currently on qrz.com, there is a Harold W Ballard listed as K4JFS.  Since he was
born in 1910, I am guessing it is the same person.
